You are correct that Bright Hub has launched what you refer to as the Topic Management System and that it does place some limitations on the number of articles that can be created in each channel.  This was done as a way to increase the quality of articles written (and paid for) on Bright Hub by making sure only articles that readers are interested in are written and that those qualified to write about various topics are the ones allowed to do so.  There are still a large number of opportunities to write articles, changing nothing about the above post, as long as you have proven that you are qualified to write in topics that readers are interested in reading about.  

It is true that some channels have been granted fewer opportunities than others.  If you are a writer in such a channel, and that is the only channel you are qualified to write for, then yes, I would say your argument is correct that the above model may not work for you.  My only suggestion would be to work as you can to take advantage of the opportunities that do exist, stay tuned till next month when your channel may have a larger quota, apply to write in additional channels or work to improve the articles you have already written in an effort to increase your traffic and revenue sharing.
